'74 Porsche 911S - Restoration Project

At ~$18k does it warrant putting the money into a restoration? Doesn't appear to be a bad starting point for someone wanting to restore a '74 coupe. However, the seller doesn't state why it has a salvage title. Obviously that will have a negative impact on its future value.
